Bought a house 2 years ago. Basement (block construction) seems to have had water proofing of some kind done on three walls. No issue with them. The 4th wall, 22 feet long, has a trickle leak with no visible crack or source but is consistently from the same point on the wall. It is a trickle most of the time and after a heavy rain seems to pool. My guess is that the water is getting pressed up over the footing. We have a couple floor drains in the basement that work well but there is a low spot near the wall. I was considering a french drain style solution.
